This is what I was thinking. I'm not exactly sure how it's going to roll, but I was really trying my best to incorporate all our current plot-ish stuff in here, especially going back to that old plot idea here, because I think it is really really interesting.
This is sort of a big, bad government thing...
After the actions of a few students that brought the police to Cassis' doors and other dangerous encounters that could not be explained by the normal forces of nature, the government has finally realised that Cassis is home to the thousands of gifteds that slipped under their radar after the fight for power. It is now seeing the gifted people as a renewed threat. But not just as a threat--also a force with untapped potentia to achieve their own supremacy. The world is not a peaceful place--it never has been, and this doesn't look to change any time soon. The government sees the necessity to capture and suppress the gifteds before they can gather in another uprising against it like before; however, this time, they want to exploit the powers to create their own superhumans that would make the military unlike anything the world had ever seen--something that would never be defeated and would allow for ultimate hegemony.
So the government has started slowly slipping in agents to infiltrate the school, the greatest source of the young and able gifted generation. They have taken up teaching positions, security positions, even custodial positions, in order to seek out the best and brightest to be captured and experimented upon. The plan is to use the powers of some gifteds against the population and force them into subordination. The government wants to find the essence of what gives them their powers, what makes them tick, what makes them powerful, and use that to create their own powerful human/gifted warriors. The experiments are painful, horrible, and inhumane. Many do not survive, seeing as how deeply the scientists delve into their bodies to figure out the cause of their powers and how they can exploit it. Serums are created and tested on them, some lethal, some not. Some are forced to breed with humans, and the embryos or fully-formed children are taken for experiments. Cloning, stem cells, suppressants, catalysts, DNA testing, mind-control chips--everything that one can imagine takes place inside the laboratories. They need more subjects due to the high fatality rate, but gifteds are getting harder to obtain, especially without notice of the staff of Cassis School realising what is really going on.
The tournament is being used as a sort of viewing screen to figure out the strongest and most able people with powers most suitable for fighting and warfare. These would be the most likely candidates for survival and their powers would be the ones the government wants most to put into their soldiers. The winner is the true loser, getting an all-expense paid trip straight into the clutches of governmental laboratories.

Eventually someone escapes from the testing labs or in some other way figures out the government's plan and informs the teachers, who put the school on alert. The government starts going into action immediately, losing all pretenses, and outright trying to capture as many gifted people as they can. Many flee the school, others stay to fight for their city and freedom.
(I also can't find Ven's main thread that explains the plot, so I have to go on memory. It can be tweaked, definitely.)
Two factions emerge. Both are against this government takeover, but for different and opposing reasons. One, led by Ven, wants to dominate the gifteds and the school for his own agenda. He has come up with a serum to suppress the powers of his enemy gifteds as long as they're in range of the waves that remotely activate it. Some think it's to protect the normal people against the opposing, "evil" gifteds who use their powers wrongly, while others simply think that his is the winning side, and even more have their own agenda. The other, led by Seaheart, is against both Ven and the government, against any kind of takeover whatsoever.
It is feared by Seaheart's team that Ven's side will collaborate with the invading enemy force to eradicate them, then kill all the members of the government as well and completely rule everything. There is talk of uniting against the common cause, as the enemy of one's enemy should be one's friend, but everyone is afraid of the unstable outcome of that as well. There will be conflict no matter what.
And there's a rat in the system. Someone supposedly on Ven's side finds out about his serum and gives the information to Seaheart. Perhaps the only way to escape the government's clutches would be to suppress their own powers so that they would have nothing to take away. But the government has already started to create their own synthetic gifteds who are starting to dominate. The serum is necessary to rid them of their powerful abilities, but Ven would never give it up to his opposing side. In fact, it is possible that the members of his group would team up with the mutants for the destruction of their enemy and then simply rid them of their powers for an easy eradication.
So it all comes down to the serum and the activation waves.
Stop the waves, and you stop the serum. Get the serum, and you can stop the enemy's powers.
No one knows the outcome.
I am entirely open to both ideas and corrections in the event that I got something wrong on Ven's part of the plot. I really want this to be a community thing that people could have fun with, so if you don't like it or can see some areas for improvement and have ideas, let me know! I won't be hurt or anything at all.
